I wonder what the legal base is for this payment, I'm not a customer of Kiertokapula oy so I wonder why I would pay a basic fee to a private firm I have no business relation with. To me this sounds like a scam.

I have a contract with my garbage collector only, I pay for the service and that firm collects my rubbish. What they do afterwards with it is their own concern.

When I order a new freezer/fridge or any other device I can return the old device to the shop without cost.

Garden waste I comport for free.

If I happen to renovate part of the house and bring my rubbish to Kiertokapula I will pay administration costs and on top of that costs per ton of garbage. This seems very reasonable and I don't see why any basic fee would improve service, garbage separation or anything else. It sounds more that Kiertokapula has raised their prices in such a way that people do not bring their garbage anymore and found cheaper ways of handling it (like composting, returning to shop where the new device was bought or let the building firm take their own rubish, etc.), of course this hurts Kiertokapula's profit margin. It's a simple fact that demand falls when prices are to high, cheating people by introducing a basic fee is not the solution. the solution would be to either increase service quality or lower prices.
